The new cotton agency emerged from the fusion of the two cotton agencies of the government - erstwhile Philippine Cotton Corporation and the Cotton Development Institute. CODA is the sole agency of the government tasked to undertake initiatives that will spur the growth of the local cotton industry through cotton research, development and extension. As an agency, CODA is attached to the Philippines' agriculture department, but fully autonomous in terms of its organization and management. Operating nationwide, the cotton agency maintains its head office in Metro Manila that houses the Office of the Administrator, and the four divisions, namely: Finance, Administration, Planning, and Technical Services.
